As your councilperson, I will always rise above partisan politics and put aside any perceived biases to ensure that “WE” (Republicans, Democrats, Independents, or Indifferent) exercise good judgment over taxpayers’ money. With that, I will work to be a reliable change agent, dedicated civic leader, and consensus builder, who brings the necessary parties together to implement thoughtful and pragmatic legislation and policy solutions that will produce maximum results to protect people and their property and impact the community in meaningful and measurable ways.
League City is home to a diverse population of 106k+ citizens, who will be held responsible for paying the majority of the taxes that will fund FY 2021‘s, estimated $240 million dollar proposed (operating + capital) budget. As a member of city council, I will exercise fiscal responsibility over our hard earned taxpayer dollars, and I will operate steadfastly from a servant-leader mindset on behalf of the taxpaying citizens who choose to do business and reside in this town.
As our city continues its accelerated growth, there will be a number of realized and unrealized challenges. As your representative, I will work alongside our city’s leadership in an unbiased, proactive manner to identify the pros/cons that come along with growth. In doing so, I will do my part to help develop a comprehensive, transparent plan of action with real time milestones to ensure our city services and infrastructure are prepared to meet the growing needs and demands of a thriving municipality.
Needs before wants. I will always exercise selfless and pragmatic stewardship over your tax dollars. First and foremost, I will ensure that the needs of the city and citizens are met before committing any of our tax dollars to things that are just nice to have around, but have no economic viability or self-sustainability.
I will always be honest with you about the challenges we face. The stark reality is, we cannot solve all of our problems all at once. But, be assured I will dedicate the necessary time, thought, and energy to examine the challenges and gather the essential facts, analytics, and expert opinions, before voting YES or NO on any issue.
I’m happily retired! I have the time, passion, and know-how to examine the issues, to meet with officials and the general public, to gain clarity and insight to reach the best possible solutions to pressing issues. In my humble opinion, the job as a member of City Council requires a depth of devotion and time to be comprehensive and thorough. I have an abundance of time, and I stand ready to serve and contribute to our community with a relentless spirit and an indefatigable work ethic that are second to none.
Fred Rogers was born in Cordele, Georgia. Immediately, after graduating high school, he enlisted into the United States Navy and reported to Navy Recruit Training San Diego, California in 1987.
Upon completing Radioman “A” School in January 1988, he reported to his first assignment onboard the USS FORRESTAL (CV-59) Mayport, Florida. There he served as Technical Control Operator and Work Center Supervisor, where he deployed on two combat missions in support of operation Desert Shield/Storm.
In May 1991, he reported to Navy Communication and Telecommunication Master Station Jacksonville, Florida, where he served as Work Center Supervisor. In June of 1993, he reported to Navy Communication and Telecommunication Master Station Keflavik, Iceland. There he served as Technical Control Supervisor, responsible for submarine communication in support of North American Treaty Organization (NATO) as they continued to monitor Russia at the end of the cold war. At the conclusion of this tour in 1997, Radioman Second Class Rogers was honorable discharged from the United States Navy. In November of 2001, after the events of 9-11, he was recalled to active duty where he embarked on a storied career as a CANVASSER recruiter with Navy Reserve Recruiting Area Southeast Orlando, Florida. In 2006 he converted to the Career Recruiting Force, and served as Recruiter-In-Charge, Navy Recruiting District Atlanta, Georgia (2004); Zone 5 Supervisor (Rolla, Joplin, Springfield, West Plains, and Independence Missouri) Navy Recruiting District Saint Louis, Missouri (2008); Assistant Director of Talent Acquisition, Navy Recruiting District Dallas, TX (2010); Assistant Director of Talent Acquisition, Navy Recruiting District Chicago, Illinois (2013); Director of Talent Acquisition, Navy Recruiting District Houston, Texas (2016).
He graduated from the United States Navy Senior Enlisted Academy, Trident University Cypress California, where he received a Bachelor of Science in Business Administration with a concentration in Human Resource Management and Amberton University Garland Texas, where he received an MBA in Strategic Leadership.
Master Chief Rogers (Ret), decorations include the Meritorious Service Medal, Navy Commendation Medal (4 Awards), Navy and Marine Corps Achievement Medal (4 Awards), Meritorious Unit Commendation, Armed Forces Expeditionary Medal, Southeast Asia Service Medal, National Defense Service Medal, Navy and Marine Corps Overseas Service Ribbon (2 Awards), Navy Battle “E” Ribbon, Expert Rifle Ribbon and Navy Recruiting Service Ribbon (4 Awards)
After 30 years of honorable military service, he retired April 1, 2020. He is married to the lovely Master Chief (Ret) Therese Rogers, and he’s the father of three magnificent children.

Responsible for developing and implementing prospecting strategies for 5 recruiting stations, and 48 enlisted sailors, as they collectively recruited 1134 men and women from Missouri (Springfield, Joplin, Rolla, West Plains) and Independence Kanas to serve in the United States Navy as engineers, pilots, nuclear power instructors, surface warfare officers, medical/dental professionals and 60+ enlisted career fields.
